How we verify offline claims
We don't take "offline" at face value. Each of the 11 transcription apps in our database is evaluated against 4 evidence categories. As of March 2026, 4 apps earned our "On-Device Verified" badge (VoiceScriber AI, Aiko, Whisper Notes, Offline Privacy Transcription), 3 are rated "Mixed / Unclear" (Apple Voice Memos, Apple Notes Audio, Apple Dictation), and 4 are confirmed cloud-only (Otter, Notta, Rev, Wispr Flow). Here's what we check:
Classification standard
- On-Device Verified: a primary source explicitly states local/on-device processing, and available privacy disclosures do not contradict it.
- Mixed / Unclear: recording or transcription may work locally, but Airplane Mode, sync, language, device, or data-flow details are incomplete or conditional.
- Cloud-Linked: primary documentation describes server-side processing or an internet requirement for transcription.
Limitations: Vendor products, prices, privacy labels, and platform behavior can change after review. “On-Device Verified” describes the documented transcription path, not every optional export, backup, purchase, or operating-system service. Partly, and Apple does not confirm it. Apple's published list documents live and post-recording transcription in Voice Memos on iPhone 12 or later in 10 languages, but it does not state Airplane Mode behaviour in the sources we reviewed, and recordings can sync through iCloud when that is enabled. We therefore rate Voice Memos "Mixed / Unclear" for strict offline privacy.

Can I transcribe offline on an iPhone 11 or earlier?
Not with Apple's built-in Voice Memos transcription, which requires iPhone 12 or later. Third-party on-device apps set their own floors: VoiceScriber requires iOS 17.6 or later, and Whisper Notes requires iOS 18 with newer hardware for some features. An older iPhone that meets an app's OS and chip requirements can still transcribe offline.
What is the difference between "offline" and "on-device"?

Does Otter.ai work offline?

Because its own documentation states that Flow requires an internet connection for voice transcription. Do cloud transcription apps upload my audio to servers?

Privacy settings on those services govern retention and training use rather than where processing happens. For audio that never leaves the device, use an on-device app such as VoiceScriber AI, Aiko, or Whisper Notes.
Can I use OpenAI Whisper offline on iPhone?
